Factual mistake in Buzz Feed News article: Who is to declare war in the recent constitutional amendment?

Buzz Feed News article incorrectly states that president has the authority to declare war according to the new amendment to the Turkish Constitution

An article published on Buzz Feed News after the referendum on 16 April 2017 states that the recent amendments to the Turkish constitution include "granting any popularly elected president the authority .... to declare war without parliamentary approval.  "

However, declaring war is among the powers of the parliament not the president according to the constitutional amendment. See Clause 87:

"The duties and powers of the Grand National Assembly of Turkey are to enact, amend and repeal laws; to debate and adopt the proposed budget bills and final accounts bills; to decide to issue currency and declare war; to approve the ratification of international treaties."1
