An article published on Buzz Feed News after the referendum on 16 April 2017 states that the recent amendments to the Turkish constitution include "granting any popularly elected president the authority .... to declare war without parliamentary approval.  "

However, declaring war is among the powers of the parliament not the president according to the constitutional amendment. See Clause 87:

An article published on the website of the Hill on 12 April 2017 incorrectly states that the proposed presidential system in Turkey would not have "meaningful checks and balances to the president's power". However, the clauses in the proposed amendment clearly show how the checks and balances will work.
